U.S. Approves $104 Million Sale to Ukraine for M777 Howitzer Support Services

The U.S. State Department has approved a potential Foreign Military Sale (FMS) to Ukraine, encompassing M777 howitzer support services and equipment. The total estimated cost of the package is $104 million, as confirmed by the Defense Security Cooperation Agency (DSCA) in its notification to Congress.

Scope of the Sale

Ukraine has requested a comprehensive support package for its fielded M777 howitzer systems, including non-Major Defense Equipment (non-MDE) items such as technical assistance, training, publications, logistics support, and related program services. The sale is designed to bolster Ukraine’s self-defense capability, enhance regional stability, and strengthen the country’s ability to maintain and operate its artillery systems over the long term.

Strategic and Regional Implications

According to the DSCA, the proposed sale aligns with U.S. foreign policy and national security interests by reinforcing the security posture of a key European partner. “This sale will improve Ukraine’s ability to meet current and future threats by enabling more robust local sustainment and operational readiness of its M777 fleet,” the agency stated.

Importantly, the transaction is not expected to alter the military balance in the region. Rather, it supports Ukraine’s ongoing defense efforts without requiring the deployment of additional U.S. government or contractor personnel to the country. The implementation of the deal is also not expected to impact U.S. defense readiness.

Contractor and Logistics

BAE Systems, based in Barrow-in-Furness, England, has been named the principal contractor for the project. No offset agreements have been proposed at this stage, although any future offset arrangements will be determined during negotiations between Ukraine and BAE Systems.

The $104 million estimate reflects the upper bound of the potential package value, subject to changes based on final requirements, available budget authority, and signed agreements.

Modernizing Artillery Sustainment

As Ukraine continues to rely heavily on M777 howitzers in its ongoing defense operations, sustainment and logistics support will be critical to long-term effectiveness. This sale aims to ensure these assets remain operationally viable and combat-effective over extended use, supporting broader Western efforts to strengthen Ukraine’s defense infrastructure.
