Ukrainian Defense Startup Falcons Secures U.S. Investment to Advance NATO-Ready Electronic Warfare Systems

Ukrainian defense startup Falcons has secured funding from U.S.-based venture capital firm Green Flag Ventures to expand production of its radio frequency (RF) direction-finding system, ETER, and advance it toward NATO certification.

Scaling Ukraine’s Combat-Proven RF Technology

Founded in 2022 after Russia’s full-scale invasion, Falcons specializes in building cost-effective defense solutions for GPS-denied environments. Its flagship product, the ETER Direction Finder Set, helps detect enemy drones, communication systems, relays, and electronic warfare assets by identifying hostile radio frequency emissions.

ETER has already demonstrated battlefield effectiveness, reportedly contributing to the destruction of a Russian system valued at nearly $90 million. With fresh U.S. investment, Falcons aims to scale production, standardize to NATO requirements, and prepare for export to allied nations.

Investment to Accelerate NATO Certification and Growth

Falcons’ CEO and co-founder, Yehor Dudinov, who also serves as an active-duty Ukrainian military officer, highlighted the importance of the funding:

“This investment is proof that Ukrainian combat experience creates technologies with global relevance. Our next step is to scale ETER’s production, align with NATO standards, and deliver capabilities allies can trust. Backed by Green Flag Ventures, we can move faster from battlefield lessons to systems that strengthen the Alliance’s electronic warfare resilience.”

The funding package will support three priorities:

  • NATO standardization of the ETER system

  • Team expansion with engineers and frontline experts

  • Export readiness, including NATO market-entry strategies

U.S. Investors Back Ukraine’s Defense Innovation

Green Flag Ventures, co-founded by Justin Zeefe and Deborah Fairlamb, focuses on dual-use technologies with both defense and civilian applications. The firm has been steadily investing in Ukraine’s defense innovation sector since the war began.

“Falcons is a shining example of Ukraine’s defense innovation ecosystem,” said Fairlamb. “The company has proven its ability to design, deploy, and refine battlefield technology, shaping the future of electronic warfare defense for Ukraine and its allies.”

Falcons’ ETER: Compact, Cost-Effective, and Battle-Tested

The ETER system distinguishes itself with:

  • GPS-free design, enabling use in denied environments

  • Compact form factor for rapid deployment

  • Cost advantage, being 30–50 times cheaper than comparable NATO systems

  • Operational coverage exceeding 600 km

Dr. William “Dollar” Young, a former senior U.S. military leader and electronic warfare expert, praised Falcons’ innovation:

“Falcons proves that by combining engineering, operational insights, and field experimentation, cross-functional teams can deliver electronic warfare capability at the speed of modern conflict. Helping Ukraine accelerate its own weapon and EW development is key to gaining an enduring advantage over Russia.”

Building on Previous Success

Prior to this deal, Falcons had already received multiple grants from Ukraine’s Brave1 defense tech cluster in 2023, 2024, and 2025. The company also attracted angel investment and won recognition as “Best Defense Startup” finalist at IT Arena 2023.

With U.S. venture backing, Falcons is now preparing to equip NATO and allied nations with trusted, scalable electronic warfare solutions, leveraging Ukraine’s battlefield-driven innovation.
