L3Harris Technologies has signed a Memorandum of Understanding (MoU) between its SAMI-L3Harris Joint Venture (JV) and Zamil Shipyards, a leading Saudi maritime company. The partnership focuses on developing Saudi autonomous maritime systems by integrating advanced technologies into current and future naval platforms.
This initiative is part of broader efforts by Saudi Arabia’s General Authority for Military Industries (GAMI) to support localization and technological capability within the defense sector.

Under the MoU, Zamil Shipyards will handle the design and construction of new autonomous platforms. The SAMI-L3Harris JV will provide systems integration, including autonomous control systems, sensors, and mission packages. This collaboration aims to establish a new generation of unmanned surface vessels (USVs) designed and built within the Kingdom.
Dave Johnson, Vice President, International at L3Harris and Vice Chairman of the SAMI-L3Harris JV, said the agreement reinforces their shared objective to strengthen operational capabilities through local partnerships.
On-Water Demonstrations Planned for 2025
Zamil Shipyards’ General Manager, Alastair Bisset, emphasized the operational significance of USVs in addressing emerging maritime threats. Several modular variants are expected to be developed to support a range of missions, from surveillance to security operations.
The project is expected to culminate in a series of on-water demonstrations in 2025, showcasing progress made in the field of Saudi autonomous maritime systems.
